The Islamic State has transformed from a caliphate-building organisation to a global terrorist movement. Governments have failed to understand the nature of the threat, which is both ideological and operational. Rather than focus on classical counter terrorism of catch, kill or disrupt, governments should build partnerships with Muslim communities especially their religious, educational, media institutions to manage the threat. Community support is pivotal to fight the current and emerging threat. This book clearly shows that western governments should work closely with Muslim and non-Muslim countries to mitigate the global threat of exclusivism, extremism and terrorism in the immediate, mid and long term.
